The Development of Competency Training Program for Hospitals First-Line Managers under the Jurisdiction of the Medical Service Department, Bangkok Metropolis Administration |

Abstract
Objectives: The purposes of this research were: 1) to develop a competency training program for Hospital first-line managers under the Jurisdiction of the Medical Service Department, Bangkok Metropolis Administration and 2) to evaluate the quality of competency training program for Hospital first-line managers under the Jurisdiction of the Medical Service Department.Materials and Methods: Research and development based on the Moskowitz concept 4 steps. 1) Professional nurses identify needed competencies for Hospital first line manager under the Jurisdiction of the Medical Service Department, Bangkok Metropolis Administration 2) Development of Hospital first line managers’ competency training program, which was evaluated for suitability and consistency by 5 curriculum development specialists 3) Experimental of the competency training program for Hospital first line manager under the Bureau of Medical, Thirty trainees who never attended in any management training program (Medical) were selected by purposive sampling from Hospital first line managers and 4) Twelve weeks later, the follow up of result of using the competency training program was evaluated once more by comparing performance behaviors of Hospital first line manager between before and after the competency development training program was implemented.
Results of research: The finding were: 1) the competency training program for Hospital first line manager under the Jurisdiction of the Medical Service Department, Bangkok Metropolis Administration was consisted of 6 units as follow: 1.1) Competencies for nursing administrators 1.2) Desirable characteristics of nursing administrators 1.3) Moral, ethics, and professional code 1.4) Achievement of modern nursing administration 1.5) Knowledge management for innovation and 1.6) Management and development of human resource 2) the result of evaluation of the competency training program were as: 2.1) A comparison of performance behaviors of Hospital first line managers under the Jurisdiction of the Medical Service Department, Bangkok Metropolis Administration between before and after implemented the competency development training program. The result was found that the first line managers’ performance behavior were higher than prior to its implementation at the statistically significant level of 0.05. 2.2) Twelve weeks later, the follow up of implementation of the competency training program was evaluated once more, the result was found that the first line managers’ performance behavior were higher than prior to its implementation at the statistically significant level of 0.05.
Conclusion: The competency training program for the first-line managers under the Jurisdiction of the Medical Service Department, Bangkok Metropolis Administration which designed with adult learner concept and developed with Moskowitz model was affected to first-line mangers’ competency development and their performance.
